Balakliia (Izyum District, Kharkiv Region) OSBB Zhovtneva Residential Complex: Restoration of the roof

Restoration of the roof of a residential building.

The OSBB Zhovtneva residential complex in Balakliia meets the urgent need for roof repairs after a period of occupation and conflict. Balakliia was under occupation from March 2022 until the liberation on September 8, 2022. During this period, the city and its infrastructure, including municipal and private housing, suffered extensive damage. Among the affected buildings was the nine-storey Zhovtneva residential complex, which accommodates 120 apartments and about 500 residents. This residential complex fell victim to artillery fire and rocket attacks, causing partial damage to the roof.

By the time the project started, most residents had left their flats due to the lack of heating and precarious living conditions.

Status:

Completed (March-July 2023)

Financial information:

  • ODU Contribution: EURO 42,000 (Source: Refugee Foundation)
  • Local authorities and other donors: 100,000 euros

Target group and results:

The timely restoration of the roof of the Zhovtneva residential complex has had a significant impact on all 500 residents who call it home. It not only prevented further capital destruction, but also marked a crucial step in restoring a sense of normality to their lives.

About half of the residents, including internally displaced persons (IDPs) and refugees, have returned to their homes within the complex. However, some residents are hesitant to return due to ongoing safety concerns and delays in other structural repairs to the building. The completion of the project represents a crucial milestone in the broader process of reconstruction and recovery of conflict-affected communities.
