Oskil (Izyum district, Kharkiv region) Restoration of the psychoneurological boarding school (PBS) – Phase one

Restoration of a mental health institution.

The restoration of the Psychoneurological Boarding School (PBS) in Oskil, a critical mental health institution in the Kharkov region, was initiated in response to the severe damage caused during the Russian invasion of Ukraine in March 2022. This institution, crucial for the well-being of the region, suffered partial damage and further looting during the temporary occupation that lasted until September 2022, when Oskil was liberated.

The situation led to the evacuation of all patients and clients, approximately 600 people, during the height of the conflict. This evacuation took place under dangerous conditions and these individuals were transferred to institutions in safer areas, albeit in overcrowded conditions and with adverse conditions. The gradual return of these individuals to Oskil, under safe conditions, became a humanitarian priority and was fully supported by the Kharkiv Regional Oblast.

Given Oskil’s relative proximity to the front line, a strategic decision was made to restore the PBS in two phases. The first phase focused on repairing the roof of Building No. 6, allowing the return of up to 60 people with disabilities to the PBS. The second phase will address damage to the roof of the main building, facilitating the return of more patients and clients.

The Oskil PBS project is part of a broader initiative aimed at reforming the social care home sector in Ukraine. It collaborates with the international foundation “Human Rights in Mental Health”, an ODU partner.

Target group and results:

The restoration project has made significant progress, with the roof of Building No. 6 and interior renovations completed in a timely manner. However, the return of clients to the PBS may be delayed for safety reasons, depending on developments on the front line.
